Rio Cucharas is open range for cows but not for people.  Cows are free to roam and must be fenced off property if you do not want them on your property.  People should respect the property of others and stay off private property (other lots) and especially not drive vehicles, ATVs, 4-wheelers, dirt bikes, etc. on property that is not yours.
